RNG lockboxes in Riders of Icarus

I am still curious as to how random lockboxes are allowed to pass through these laws. I've seen this "gambling" in many games now and was just wondering if anyone knew how exactly they pull it off or the loopholes involved Riders of Icarus Gold to allow legalized gambling to people under the legal age. As the target group of people in a video game generally is 12-35 years old.

I did not see any warnings anywhere during the game load up regarding gambling, or it's adverse affects to children. There are no laws regarding gambling in a video game? Is this exempt from standard practices of law because it's in a video game?

As much as I enjoy these games I can't help but think to myself that RNG Lockboxes are probably creating alot of serious gambling problems for many youth of today.

I'm sure this post will get trolled hard, I'm fine with Icarus Gold. I just wanted to know why it's legal to provide a gambling atmosphere that takes real money within games designed for a younger crowd, not just this game specifically.
